If the main responsibilities of correctional facilities are care, custody, and control, the New York City jail complex on Rikers Island cant currently fulfill them. Staffing deficits have worsened many problems, including rising violence, that Rikers had already been struggling to curtail. Without enough staffing, the safety of everyone who enters Rikerss gatesinmates and officers alikeis in jeopardy.
